The Nationwide Presidential broadcast on Sunday 29 March, 2020 directed the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11 pm on Monday, 30th March, 2020 with all seaports in Lagos to remain operational during the period.
Prior to the directives the Agency placed advertisement in Guardian and Daily Trust 31st January, 2020 and the Federal Tenders Journal of Monday 10th January- Sunday 23rd February, 2020 but suspended the advert in line with the directive/guideline of the Bureau of Public Procurement (BPP) which is the regulatory body of Public Procurement activities in Nigeria.
On 27th April, 2020 there was Nationwide Presidential broadcast directing a gradual easing of lockdown measures in FCT, Lagos and Ogun State from Monday, 4th May, 2020, the Agency in line with the directives Turned the continuation of its suspended advertisement and made another advertisement in ThisDay and Daily Trust 8th May, 2020 and the Federal Tenders Journal of Monday 11th May – Sunday 24th May, 2020 which was again suspended few days to the expiration of the advert due to interstate movement restriction.
Since all seaports in Lagos remain operational and for the Agency to perform its statutory obligation, the Agency through Federal Ministry of Transportation further sought clarification on Guidelines on the conduct of public Procurement activities as a result of the COVID-19 pandemic/Lockdown.
The Bureau having carefully reviewed the request by the Federal Ministry of Transportation (FMOT) clarified that all procurement critical and incidental to the operations of the FMOT and The Parastatals under the Ministry should continue in order not to jeopardise such essential Government activities.
The Bureau further made provision for prospective bidders to take advantage of courier services to submit their proposals and should be included in the advertisements. This will ensure that no company is excluded from the bidding process because they do not have physical access to premises of the procuring entity. This will also ensure that FMOT and its Parastatals are not accused of deliberately disenfranchising companies that do not have physical offices in states where such procurements are scheduled to take place. However any prospective bidder who chooses to use courier services shall do so within a good time frame to ensure delivery before the set deadline.
In line with social distancing directives by the Presidential Task Force on COVID-19, the present of bidders shall not be required during the bid opening ceremony. The ceremony shall be covered by video recording.
In view of the foregoing, the Agency has lifted the two suspended advertisements as mentioned in the National dailies above and the technical Bid opening is now scheduled for the two advertisements on Thursday 6 August, 2020. Bidders are requested to collect Bid Documents and submit on or before 6 August, 2020
following the earlier advertised procedure. Only Technical bids shall be opened immediately after the submission deadline at 11:00a.m on Thursday 6 August, 2020 at Multi-Purpose Hall of NMRDC, Kirikiri, Apapa, Lagos while the financial bids shall be kept un-opened. Submission on the last day shall be done at the BID OPENING Venue Multi-Purpose Hall of NMRDC, Kirikiri, Apapa, Lagos. Late submission will be returned un-opened.
Relevant Professional Bodies and Non-Governmental Organizations (NGOs) are invited to witness the opening exercise and shall register evidencing their attendance on the date of the bid opening. Only pre-qualified bidders will be Inform at a later date of their financial bids opening, while the financial bids of unsuccessful bidders will be returned un-opened.
