ASSIGNMENT TITLE: production of Thematic Mapping of Areas Restricted (Protected) from Mining Activities in Nigeria for Integration into the Nigeria Mining Cadastre Digital Database
The Federal Government of Nigeria represented by the Ministry of Mines and Steel Development (MMSD) has received financing from the World Bank toward the cost of the Mineral Sector Support Project for Economic Diversification, and intends to apply part of the proceeds toward payments under the contract Production of thematic mapping of areas restricted (protected) from mining activities in Nigeria for integration into the Nigeria mining cadaster digital database-NG-MINDIVER-133910-NC-RFB
(2) The Ministry of Mines and Steel Development (MMSD) through the Mineral Sector Support for Economic Diversification (MinDiver) Project now invites sealed Bids from eligible Bidders for carrying out Production of Thematic Mapping of Mineral Title of Restricted (Protected) Areas and integration into The Nigeria Digital Cadastral Database.
OBJECTIVE OF THE ACTIVITITY
The Consultancy is aimed at producing a Set of thematic maps covering areas designated as closed to mineral exploration and exploitation as contained in the in the Nigeria Minerals and Mining Act, 2007.
The specific objectives of the Consultancy are to:
(i) Assess the requirements for mapping areas restricted to mineral licensing in Nigeria;
(ii) Carry out field surveys to map and delineate such restricted areas;
(iii) Process and produce thematic map layers depicting mineral title restricted areas in appropriate spatial formats.
BIDDER QUALIFICATION AND CAPACITY REQUIREMENT
(i) The Bidder shall have a minimum of 5 years of experience in geo-spatial data production and management especially in mapping projects for developing countries under similar climatic conditions as Nigeria.
(ii) The minimum requirement annual volume of Services for the successful Bidder in any of the last ten years shall be: Two hundred and Forty thousand United States Dollars (USD 240,000) or equivalent.
(iii) The average minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder within the last 3 years shall be Five hundred and fifty thousand United State Dollars (USD500,000).
(iv) The experience required to be demonstrated by the Bidder should include as a minimum that the firm has executed at least Two (2) similar projects during the last 5 years.
The Bidders must prove experience in Services of s similar nature and size for each of the last five years, and details of services under way or contractually committed and size for each of the last five years and details of services under way or contractually committed, and names and address of clients who may be contacted for further information on those contracts.

3, Bidding will be conducted through international competitive procurement using a request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) revised November 2017 and August 2018 available on www.worldbank.org/procureand is open to all eligible Bidders as defined in the Procurement Regulations.
(4) Bidding documents in English Language will be forwarded to interested bidders on the submission of a written Application (by email). It may also be downloaded on www.minesandsteel.gov.ng/mindiver-procurement .
(5) Bids for submission must be emailed to Mindivertender2020@gmail.com in a read-only and password protected document as an attachment on or before Thursday 27 August, 2020. Late Bids will be rejected MinDiver will confirm all received Bids by email.
(6) All Bidders must must send the password of their password protected attachments to Mindivertender2020@gmail.com within one hour after the bid submission deadline of 11:00am on Thursday 27 August, 2020.
(7) All Bids must be valid for a period of 150 days after bid closing and must be accompanied by either a Bid Securing declaration.
(8) Attention on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure form as included in the bidding document.
