TENDER OPPORTUNITY PROVISION OF SUBSEA INTERVENTION VESSEL IN SUPPORT OF DEEPWATER OPERATIONS

(1) INTRODUCTION
Star Deep Water Petroleum Limited (SDWPL) invites interested and prequalified companies to this tender opportunity for the provision of a Subsea Intervention Vessel required for Subsea Construction, Subsea IRM (Inspection, Repair & Maintenance), conduct of underwater surveys to identify challenges with the Subsea operations, provision of general support to Agbami FPSO operations, conduct of regulatory compliance work scopes Inclusive of UWILD inspections as well as supporting other operations such as the Seabed Survey for the Agbami Field. The proposed contract commencement is September 1, 2020 with a proposed term of four (4) years with a one (1) year option to extend.
(2) SCOPE OF WORK:
The scope of work for the services includes, but not limited to the Supply of Subsea Intervention Vessel with DP2 system, certified to an appropriate classification society, with the following capabilities:
Provision of subsea Installation vessel with minimum DP-2 capability and compliant with all NIMASA requirements for operation within Nigeria waters.
Installation of Subsea equipment with heave-compensated crane with minimum crane capacity of l00metric tons at 2,000m of water depth.
Deck space capable of landing Agbami Subsea trees weighing over 60 tons. The minimum useable deck space required is 940m2.
Capacity to remain on station for at least 1 (one) month between re-supply cycles.
Capacity to work on equipment and operate 2 work class ROVs, 150hp each. In 2,000m of water depth.
Vessel accommodation: Vessel POB must be a minimum of 100 beds.
Distribution of diesel fuel to the FPSO and other vessels in bunkering operations.
Distribution of fresh water to the FPSO and other
Helicopter landing pad sufficient for a Sikorsky S92 helicopter.
Safety and life-saving equipment meeting all current SOLAS requirements.
Provision of engineering support services for conduct of subsea
Provision of Subsea Integrity Management Inspection and
Provision of operational support to Agbami FPSO.
Design and fabrication of Subsea tooling and equipment in support of IRM, Light construction, and Intervention activities.
Additionally, contractor will have the capability to Support marine inspection repair and maintenance activities on all subsea hull moorings, oil offloading lines and production equipment. Where anomalies are identified, Subsea Engineering support shall be able to assess the activities and procedures to safely and efficiently repair all subsea equipment. This excludes wellbore intervention, Engineering support shall also be capable of defining and executing construction support activities for new Christmas tree installations as well as flexible jumpers to be back to manifolds. Contractor will be required to have proven Simultaneous Operations experience.
(3) MANDATORY TENDER REQUIREMENTS:
(A) To be eligible for this tender exercise, Interested bidders are required to be pre-qualified and “live” in the 3.05.09 (Diving/ROV/Submersible Operations); 3.05.10 (Subsea Construction Services) and 3.08.01 (Tugs/ROV Support / Diving Support Vessel) categories in NipeX Joint Quotation System (NJQS) database All successfully pre-qualified and “live” bidders in this category by the bid close date will receive an invitation to Technical Tender (ITT).

(C) If you are not listed in the product/service category you are registered with DPR to do business, please contact NipeX office at 8-10 Bayo Kuku Street, Ikoyi Lagos with your DPR certificate as evidence for verification and necessary update.
(D) To initiate the JQS pre-qualification process, access www.nipex.ng.com click on services tab followed by NJQS registration.
(E) To be eligible, all tenders must comply with Nigerian Content requirements in the NipeX system MOA with another category A/AA vendor (not bidding for this tender) on the NCDMB NOGIC marine vessel categorization owning the nominated vessel.
(4) NIGERIAN CONTENT
SDWPL is committed to the development of the Nigerian Oil and Gas business in observance with the Nigerian Oil and Gas Industry Content Development Act 2010.
Pursuant to the NOGICD Act, the minimum Nigerian Content in any project, service or product specification to be executed In the Nigerian Oil and Gas Industry shall be consistent with the level set in the schedule of the NOGICD Act and any other target as may be directed by the Nigerian Content Development and Monitoring Board (NCDMB).
Contractors are required to comply with the provisions of the NOGICD Act and all applicable regulations. Bidders that do not meet the Nigerian Content criterion will not be allowed to participate in next Tender Stage.
In line with the NOGICD Act, 2010 and its provisions to give full and fair opportunities to Nigerian indigenous companies in all bidding process, Nigerian owned vessels yet to be equipped with the heave compensated crane and/or any upgradeable equipment onboard vessels shall not be out-rightly disqualified during the bidding process provided the vessel owners commit to upgrade such vessels with heave compensated cranes as well as any other fit for purpose equipment in the event of being successful as the preferred bidder.
The following are the Nigerian Content requirements bidders are expected to comply with in their technical bid submission:
(A) Tenderer shall provide clear photocopies of CAC registration forms C02 & C07 and provide details of your corporate ownership structure in percentages showing the percentage of Nigerian shareholders and provide evidence of registration on the NCDMB NOGIC JQS;
(B) Tenderer shall demonstrate evidence of Nigerian ownership of the Marine vessels (SUBSEA INTERVENTION VESSEL), duly categorized as A/AA on the NCDMB NOGIC JQS marine vessel categorization or Category A/AA vendor providing MOA with another category A/AA vendor (not bidding for this tender) on the NCDMB NOGIC marine vessel categorization owning the nominated vessel.
(C) Tenderer shall demonstrate in accordance with the NOGICO Act (and consistent with the Cabotage Act), a minimum of 100% Nigerian crewing and manning on-board the vessels. The nationality of the crew dependent of the vessel type, intermediate and junior staff = 100% nationals -able sea man, cook, steward, 3rd engineer etc. More specialized position with expatriates must be backed up with succession plan and evidence of commitment to obtaining expatriate quota before execution of work scope.
(D) Tenderer shall demonstrate detailed description of the location of in-country committed facilities & infrastructure (Technical/Administrative office etc.) in Nigeria to support this contract or submit a credible and verifiable plan towards setting-up.
(E) Tenderers to provide firm commitments with MOAs executed with proposed Nigerian indigenous service providers for the following on board vessel services: Healthcare services, Cleaning and waste disposal services, emergency response services, security services, maintenance services, catering services, housekeeping and laundry services, Logistics services and petroleum product supply
(5) CLOSE DATE
Only bidders who are prequalified and “live” with NJQS Product/Category 3.05.09 (Diving/ROV/Submersible Operations); 3.05.10 (Subsea Construction Services); 3.08.01 (Tugs/ROV Support / Diving Support Vessel) by 4:00pm., on 13 August, 2020 being the advert close date shall be invited to submit technical bid.
ADDITIONAL INFORMATION:
(1) Suppliers eligible for this tender opportunity are expected to be prequalified in NJQS under this product/service category.
(2) The invitation to Tender (ITT) and any further progression of thin tender shall be via NipeX.
(3) All costs incurred in preparing and processing NJQS prequalification shall be to the contractor’s accounts.
(4) Suppliers eligible for this tender opportunity are expected to meet the requirement of the Nigerian Maritime Administration and Safety Agency, NIMASA.
(5) This advertisement shall neither be construed as any form of commitment on the part of star Deep Water Petroleum limited to award any contract to any company and or associated companies, sub-contractor or agents. nor shall it entitle prequalified Companies to make any claims whatsoever, and/or seek any indemnity from Star Deep Water petroleum Limited and or any of its partners by virtue of such companies having been prequalified in NJQS.
(6) The tendering process shall be the NNPC contracting process requiring pre-qualified companies to submit technical tenders first. Following a technical review only technically and financially qualified contractors will be requested to submit commercial tenders.
(7) SDWPL will communicate only with authorized officers of the pre-qualifying companies and not through individuals or Agents.
