INVITATION TO TENDER AND EXPRESSION OF INTEREST (Eol)
(1.0) INTRODUCTION
National Sugar Development Council (NSDC) is a parastatal under the Ministry of Industry, Trade and Investment and has been mandated to promote investment in the sugar industry with the aim of achieving national self-sufficiency in sugar production within the shortest possible time, the Management of the National Sugar Development Council (NSDC) hereby invites experienced and competent Companies to tender for lots 1-6 (Goods), Lots 7-9 (Works) and for submission of Expression of Interest (Eol) for Lots 10-13 for its 2020 Capital Projects.
(2.0) SCOPE OF SUPPLIES/WORKS/SERVICES

(3.0) ELIGIBILITY REQUIREMENTS
Contractors wishing to submit Tender for Lots 1-6(Goods), Lots7- 9(works) and for submission of Expression of Interest (Eol) for Lots 10- 13 should submit the followings:
(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1);
(b) Evidence of Company’s Income Tax Clearance Certificate for the last 3 years (2017,2018, and 2019) valid till 31 December 2020.
(c) Evidence of current Pension Compliance Certificate valid till 31st December 2020.
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December 2020.
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December 2020;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate Issued by BPP;
(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Sugar Development Council, Abuja or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm all information presented in the bid are true and correct in all particulars
(h) Company’s profile with Curriculum Vitae of key staff to be deployed for the project including copies of Academic/Professional Certificates;
(i) Evidence of Registration with Nigerian Institute of Soil Science (for Lots 10-Lot 13)
(j) Verifiable documentary evidence of at least three(3) similar jobs(to the one interested in) executed in the last five(5) years(2015-2020) including Letters of Award, Valuation Certificates, Job Completion Certificates and Photographs of projects;
(k) Company’s Audited Accounts for three (3) years (2017, 2018 and 2019)
(l) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(m) All documents for submission must be transmitted with Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
(4.0) COLLECTION OF TENDER DOCUMENTS FOR GOODS AND WORKS
Interested Company should collect Standard Bid Documents (SBD) for Goods and Works only from the Procurement Department of the National Sugar Development Council, Block A, Plot 10, Sugar House, Oro Ago Crescent, Off Muhammadu Buhari Way, Garki 2, Abuja, after payment of a non-refundable tender fee of N 10,000.00 (Ten Thousand Naira only) per Lot paid into NSDC’s Remita account in any reputable commercial bank in Nigeria. Firms interested in Category C would not pay at this stage until after short-listing.
(5.0) SUBMISSION OF TENDER DOCUMENTS FOR GOODS AND WORKS
The prospective bidders are to submit for each lot desired, two (2) hard copies each of the technical and financial bids, packaged separately in seal envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to: The Executive Secretary, National Sugar Development Council (NSDC), 10, Oro Ago Crescent, Off Muhammadu Buhari Way, Garki II, Abuja and clearly marked with Project Name and Lot Number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Procurement Department not later than 12:00 noon on Monday, 1 September, 2020.
(6.0) SUBMISSION OF EXPRESSION OF INTEREST FOR SERVICES
Interested firms are to submit two (2) bound copies of Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to: The Executive Secretary, National Sugar Development Council (NSDC), 10, Oro Ago Crescent, Off Muhammadu Buhari Way, Garki II, Abuja and clearly marked with project names and Lot Numbers. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Procurement Department not later than 12:00 noon on Monday, 17 August, 2020.
(7.0) OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 17 August, 2020 and 12:00 noon on Monday, 14 September, 2020 respectively.
Bidders are excused from the bid opening, which will be attended by officials of private sector professional organisation and CSOs in the areas of anti-corruption/transparency. The event will be fully captured on video and can be provided to bidders on request. Please ensure that you sign the Bid Submission Register in the Procurement Department while submitting bids as the National Sugar Development Council (NSDC) will not be held liable for misplaced or wrongly submitted bids. (8.0) GENERAL INFORMATION
(a) Bids /Eol must be in English Language and signed by an official authorised by the bidder;
(b) Bids/Eol submitted after the deadline for submission would be returned un-opened
(c) Bidders should not bid for more than two (2) Lots;
(d) All costs will be borne by bidders;
(e) Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)
(f) Category A & B: Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(g) Category C: Only shortlisted firms will be contacted at a later date for collection of Request for Proposals;
(h) The National Sugar Development Council (NSDC) is not bound to prequalify/shortlist or short-list any bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
