FEDERAL GOVERNMENT GIRLS’ COLLEGE, LEJJA – NSUKKA, ENUGU STATE
INVITATION TO TENDER FOR 2020 CAPITAL PROJECTS
The Federal Government of Nigeria has allocated funds FEDERAL GOVERNMENT GIRLS’ COLLEGE, LEJJA, ENUGU STATE in the 2020 Appropriation for the execution of Policies, Programmes and projects towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects.
(2.0) SCOPE
LOT NO PROJECT TITLE/DESCRIPTION LOCATION
W1 Construction of One (1) No. Storey Building Hostel Block FGGC, LEJJA
W2 Construction of One (1) No. Storey Building Administrative Block FGGC, LEJJA
(3.0) ELIGIBILITY REQUIREMENTS
Prospective Bidders must possess the under-listed requirements:
(i) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 (or CAC 1.1);
(ii) Evidence of Company’s Current Tax Clearance Certificate for the last three years (2017, 2018, and 2019) valid till 31st Dec, 2020 with a minimum average annual turnover of Twenty Million Naira (N20,000,000.00);
(iii) Evidence of Current PENCOM Compliance Certificate valid till 31 Dec, 2020;
(iv) Evidence of Current Industrial Training Fund (ITF) Certificate valid till 31 Dec, 2020;
(v) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till Dec, 2020;
(vi) Evidence of Registration on the National Database of Contractors, Consultants and Suppliers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP;
(vii) Current sworn Affidavit disclosing whether or not:
(a) Any officer of the relevant Committees of FGGC LEJJA or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
(b) The company is in receivership, insolvent or bankrupt, and
(c) The company has any Director who has ever been convicted in any court in Nigeria or any other country for criminal offences in relation to fraud or financial impropriety;
(viii) Evidence of Financial Capability to execute the job by submission of Reference Letter from a reputable commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
(ix) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (ARCON, COREN, QSRBN, CORBON, etc);
(x) Verifiable documentary evidence of at least (3) similar job(s) successfully Executed in the last five (5) years including Letters of Awards, Valuation Certificates and/or Job Completion Certificates and Photographs of the projects;
(xi) List of Plants and Equipment with proof of ownership or lease agreement;
(xii) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone number(s) (preferably GSM No.) and valid e-mail address(es) and official Company’s address. The Letter Head paper must bear the Names, Nationalities and the Telephone Numbers of Directors of the company at the bottom of the page duly signed by the authorised officer of the firm.
(4.0) COLLECTION OF BID DOCUMENTS
Interested and competent bidders are requested to collect Standard Bidding Document (SBD) from the office of the Vice Principal (Special Duties), Federal Government Girls’ College, Lejja, on evidence of payment of a non- refundable tender fee of N10, 000.00 per lot into Federal Government Girls’ College, Lejja, Enugu State Remita account in any reputable commercial bank in Nigeria.
(5.0) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the Technical and Financial bids only in MS Excel format bid for desired lot in two (2) separate envelopes, clearly marked “Technical Bid” or “Financial Bid”. The Two envelopes should be enclosed in one larger envelope labeled with the project name at the top right hand corner and the company’s name behind and addressed to:
The Principal
Federal Government Girls’ College,
Lejja, Enugu State.
The document should be deposited in the Tenders Box in the office of the Vice Principal (Special Duties), FGGC, Lejja not later than 12:00 noon on Tuesday, 15 September, 2020.
(6.0) OPENING OF TECHNICAL BIDS
The submitted technical bids shall be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 15 September, 2020 at the College Hall.
In view of the COVID-19 Pandemic, bidders should note that they are not required to attend the Bid opening to avoid overcrowding in compliance with the COVID-19 protocol. The process will however be covered by video recording in the presence of two (2) observers from Civil Society Organizations.
Please Note that
(i) Certificates may be referred to the respective issuing authorities for verification and authentication,
(ii) Contractors are not permitted to bid for more than one (1) lot. Any bidder that violates this rule shall be disqualified,
(iii) Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)
(iv) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
(v) Technical and Financial Bids enclosed in one and same single envelope that will expose the Technical and Financial Bids at the same time of opening shall be disqualified,
(vi) Submission that does not meet up with the requirements specified above shall be rejected,
(vii) Bidders should ensure that all submitted bids are properly labelled, registered and dropped in the appropriate boxes as FGGC, Lejja will not be responsible for any misplaced bid(s),
(viii) This advertisement is published for information purpose only, and should not be construed as a commitment or obligation on the part of FGGC, Lejja to award these contracts,
(ix) The Federal Government Girls’ College, Lejja, Enugu State is not bound to consider any bid, and reserves the right to reject all bids at any time or cancel the procurement proceedings in the public interest,
(x) Due diligence exercise may be conducted to verify the claims made by bidders,
(xi) All submissions must be made only in English Language.
