INVITATION TO TENDER FOR THE PROCUREMENT OF GOODS AND EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES


(A)    INTRODUCTION


The National Population Commission is charged with the responsibility of conducting the National Population and Housing Census, Surveys, Civic Registration system and provision of Geo-data base information in Nigeria, as well as other Population related matters.


The Commission in keeping with its mandate and in compliance with the Public Procurement Act, 2007, intends to implement some projects in line with the 2020 financial year. The Commission hereby invite Interested, Competent, Reputable Contractors and Consultants with relevant experience and good track record for the procurement of the under listed:

(C)    CONSULTANCY SERVICE


LOTS DESCRIPTION

C01 Designing and Deployment of Customised Software for Enumeration Area Demarcation Data Acquisition, Processing and Displaying

(D)    ELIGIBILITY REQUIREMENTS


For purposes of evaluation, interested Contractors/Consultants should supply the under listed information including but not limited to the following:


(a)      Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC1.1 or Forms CAC2 & CAC7;


(b)     Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2017, 2018 and 2019) valid till 31st December, 2020;


(c)      Evidence of current Pension Compliance Certificate valid till 31st December, 2020;


(d)     Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;


(e)      Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;


(f)      Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP;


(g)     Sworn Affidavit:


(i)      Certifying that the company is not in receivership, insolvency or bankruptcy.


(ii)     Disclosing whether or not any officer of the relevant committees of National Population Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.


(iii)    That none of the Directors of the Company has been convicted for criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.


(h)     Company’s Audited Account for the last three (3) years (2017, 2018 and 2019).


(i)      Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;


(j)      Company’s profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;


(k)     Verifiable document evidence of at least three (3) years similar jobs executed in the last five (5) years including Letter of Award, Valuation Certificates, Job Completion Certificate and Photographs of the Projects.


(l)      For supply of Computers & IT job: Evidence of registration/accreditation by the Computer Professionals Registration Council of Nigeria and Nation Information Technology Development Agency (NITDA).


(m)    For Supply of Equipment: Letter of Authorization as representatives of the Original Equipment Manufacturers (OEMs);


(n)     Lot G15: Evidence of Firm’s accreditation by National Insurance Commission (NAICOM);


(o)   All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.


(E)     COLLECTION OF TENDER DOCUMENTS (GOODS)


Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director Procurement, Room 333, 3rd Floor, National Population Commission. No.1 Masaka Close, Off Olusegun Obasanjo Way, Zone 7, Wuse, Abuja, on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the National Population Commission’s Remita account in any reputable Commercial Bank in Nigeria.


Please go to any Commercial Bank and ask for their Real -Time Deposit Unit (REMITA) and pay the tender fee in favour of National Population Commission. Bring the print out together with copies of the bank teller to the Central Pay Office (CPO) of the Commission to collect receipt which will be used to obtain bid documents at Procurement Department, Room 333, 3rd Floor. Bidders for Consultancy Service are not required to pay for Expression of Interest (EOI) at this stage.


(F)     SUBMISSION OF TENDER DOCUMENTS (GOODS)


Prospective bidders for “Goods” are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid or Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director-General. National Population Commission, No 1 Masaka Close, Zone 7, Wuse, Abuja and clearly marked with (the Name of the Project and the Lot Number). Furthermore, the reverse of each sealed envelope should bear the Name and Address of the Bidder and drop in the designated Tender Box on the 3rd Floor, National Population Commission. No1 Masaka Close, Zone 7, Wuse, Abuja not later than 12:00noon of Monday, 12 October, 2020.        


For Consultancy Service, interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Director-General, National Population Commission. No 1 Masaka Close, Zone 7, Wuse, Abuja and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box drop in the designated Tender Box on the 3rd Floor, National Population Commission, No 1 Masaka Close, Zone 7, Wuse, Abuja not later than later than 12:00Noon on Monday, 14 September, 2020.


(G)    OPENING OF BID


The Technical bids for Goods will be opened immediately after the deadline for submission at 12:00 noon on Monday, 12 October, 2020. in the Conference Hall of National Population Commission, Ground Floor, while the Financial Bids would be kept un-opened. Please, ensure that you sign the Bid Submission Register in the office of the Procurement Director, Room 333, 3rd Floor National Population Commission Zone 7, Wuse, Abuja, as the National Population Commission will not be held liable for misplaced or wrongly submitted bids. (H)    GENERAL INFORMATION


(a)      Bids must be in English Language and signed by an official authorised by the bidder;


(b)     Bids submitted after the deadline for submission would be returned un-opened;


(c)      Bids submitted after the deadline for submission would be returned un­opened;


(d)     Bidders should not bid for more than One (1) Lot.


(e)      All cost will be borne by the bidders;


(e)      Arrangement of technical documents in hard copies should follow the order in the list above and appropriately paged. The technical document should have a table of content indicating the pages which these items are to be found.


(f)      Bidders are excused from the bid opening, which will be attended by officials of private sector professional organisation and CSOs in the areas of anti- corruption/transparency. The event will be fully captured on video and can be provided to bidders on request;


(g)     Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services);


(h)     Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened.


(i)      The National Population Commission is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
