MINISTRY OF WATERFRONT INFRASTRUCTURE DEVELOPMENT
REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR DEVELOPMENT OF ODO -OGUN WATERFRONT SCHEME
INTRODUCTION:
The Lagos State Government (LASG) in furtherance to its attainment of a Mega City Status with its incidental challenges and in making Lagos a 21st Century Economy and Boosting the Tourism and Entertainment industry which are the fourth and fifth pillars of the Administration’s Development Agenda (T.H.E.M.E.S), had acquired a large expanse of land for development in Lots of 200 Hectares, 100 Hectares, 76 Hectares, and 50 Hectares totaling 776 Hectares
The State Government is hereby seeking Investors/Developers for its development into a Mixed Use World Class City
The acquired land which is specifically located along the Lagos – Ikorodu road enroute Ikorodu is projected to be made up of Residential. Commercial Tourism and Entertainment Uses.
The Project is proposed to solve the challenges of Housing deficit within the State which arose from its ever growing population, open up the hinterland for development and attract Investors, both foreign and local, which will subsequently boost the economy of the State.
In view of this Lagos State Government seeks Expression of Interest (EOI) from interested Local and International Investors/Developers for the development of the acquired Land either in Lots as stated above into Mixed Use World Class City. An applicant can apply for one or more lots depending on his capacity
SCOPE OF SERVICE
The Scope of Service will include obtaining Approvals and Clearances on all drawings, Designs and Plans from all relevant Ministries, Departments and Agencies (MDAs). Documents and Services to be provided should include but not limited to:
Bathymetric & Hydrographic Survey
Proof of Financial competence to complete the project.
Compensation Plan for the displaced Community/Settlers
Layout Plan/Conceptual Plan
Sand search Report
Environmental Impact Assessment Report
Traffic Impact Assessment Report
Shoreline Protection, Infrastructural Provision and other Engineering works.
REQUIREMENT FOR QUALIFICATION
To be pre-qualified, the prospective investor/Developer must possess the requisite capabilities and relevant experience in the development of such projects.
REQUIRED DOCUMENTS
The required documents to be submitted in order to assess eligibility include:
ORGANIZATIONAL DETAILS:
Full Name and Nationality (Country of Registration) of Company and Contact Person Postal Address, Telephone, Email Address and Website URL (if any).
Brief description of the History and Business of the Respondent.
Ownership structure including Name(s) of Shareholders, Percentage Shareholdings Intermediate and Ultimate Holding Company or Beneficial Owner.
Company Registration Including Certificate of Incorporation Certified True Copies of Memorandum and Articles of Association and CAC Form C07or the equivalent.
Most recent 3-years Audited Financial Statement latest Management Accounts if available.
Evidence of available Financing and/or access to Credit line.
Evidence of Previous Experience and Expertise in providing required services, Locally and/or Internationally, including experience in PPP Initiatives where applicable. This should include the following details:
(i) Name of Project Brief Description and Client(s)
(ii) Scope of Work, Role, Contract Value Nature of Contractual Period.
(iii) Name and Address of Related Clients Referee.
VAT Registration (TIN)
Detailed Methodology as well as Work Plan for performing the assignment to be used in line with the Objectives and Scope of Service
Any other information that may strengthen the application
DEVELOPMENT PLAN
The main force behind this EOI is a Development Plan which will give rise to further consideration and submission
The summary of the Development Plan should include the following:
(i) Nature and Scope of Services to be provided including all relevant survey Plans, Layout Plans/Conceptual Drawings, Physical Planning Technical Report (PPTR), Compensation Plan and Clearances from all relevant MDAs;
(ii) Commercial Overview of the Plan-Nigeria and Source of Investments/Estimate of Income/Expenditure Required for Development.
(iii) Implementation Time Frame
Shortlisted Investors/Developers will be required to submit defied Technical and Financial, Proposals which will be duly appraised.
SUBMISSION OF EXPRESSION OF INTEREST
Interested Investors/ Developers may express their interest for the development of Odo-Ogun Waterfront Scheme. The Expression of Interest submission should include: One (1) original and Three (3) other copies of the Expression of Interest to be delivered in a sealed envelope clearly marked EOI-ODO-OGUN WATERFRONT SCHEME and delivered to the address below not later than 10:00 Hours Nigerian Time 24 August, 2020 (4 weeks from the date of advert).
