INVITATION TO TENDER
INTRODUCTION
The National Centre for Petroleum Research and Development (NCPRD) an agency of the Energy Commission of Nigeria (ECN) invites interest and reputable companies to apply for the tender of the various projects of the centre for the 2020 fiscal year.
SCOPE
Lot1 Development and establishment of solar PV streetlight in NORTH EAST/NORTH CENTRAL
Lot 2 Development and establishment of solar borehole in the North East.
Lot 3 Procurement of laboratory equipment and installation.
Lot 4 Research and development on petroleum potentials of the North East and other inland basins
Lot 5: Assessment of Geo-Thermal Energy Resources Of The Central Benue Trough/Workshop, Nigeria Phase II
Lot 6 Development of Integrated Modular Refinery
Lot 7 Construction of all-in one solar street lights in North Central and North East.
Lot 8 Maintenance of Solar boreholes of North Central and North East
(3.0) ELIGIBILITY REQUIREMENTS
(a) Evidence of certificate of incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7 (or CAC 1.1);
(b) Evidence of company income tax clearance certificate for the last three (3) years (2017,2018,2019) valid till 31 December, 2020;
(c) Evidence of current pension compliance certificate valid till 31 December, 2020;
(d) Evidence of current industrial training fund (ITF) compliance certificate valid till 31 December, 2020
(e) Evidence of current Nigeria social insurance trust fund (NSITF) compliance certificate valid till 31 December, 2020;
(f) Evidence of registration on the national database of federal contractors, consultants and service providers by submission of interim registration report (IRR) expiring on 31/12/2020 or valid certificate issue by BPP;
(g) Sworn affidavit:
(i) certifying that the company is not receivership, insolvency or bankruptcy.
(ii) disclosing that no officer of the relevant committee of the national centre for petroleum research and development (NCPRD) or Bureau of Public procurement is a director or shareholder or has any pecuniary interest in the bidder.
(iii) that none of the Directors of the company has been convicted for criminal offence in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.
(iv) that all information presented in the bid is true and correct in all particulars.
(h) Company’s audited account for the last three (3) years (2017,2018, and 2019).
(i) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed
(j) Company’s profile with the curriculum vitae of the key staff to be deployed for the project including copies of their academic/professional qualification (for consultancy services)
(k) Verifiable document evidence of at least three (3) years similar jobs executed in the last five (5) years including letter of award, valuation certificate, job completion certificate and photographs of the projects.
(l) Photocopy of mandatory Conformity Assessment Programme (MANCAP) certificate where applicable
(m) All document for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing amongst others, the registration number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone number (Preferably GSM No.) , and e-mail address. The letter head paper must bear names and nationalities of the directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
(4.0) COLLECTION OF TENDER DOCUMENTS
Interested contractors are to pay a non-refundable tender fee of the sum of ten thousand naira (N10, 000.00) only per Lot, through remita payable to the consolidated revenue fund account and forward teller to the finance office of the NCPRD to collect receipt for the collection tender documents.
(5.0) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid in only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Director, National Centre for Petroleum Research and Development (NCPRD), ATIL complex, Yelwa Campus ATBU Bauchi, PMB 0248, Bauchi and clearly marked with (the name of the project and the lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box in the Director’s Office, not later than 12:00 noon on Monday, 14 September, 2020.
(6.0) OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday 14 September 2020 at the council chamber, ATBU Yelwa Campus, Bauchi, while the financial bids will be kept un-opened. Please, ensure that you sign the bid submission Register in the office of the Director, as the Agency will not be held liable for misplaced or wrongly submitted bids.
(7.0) GENERAL INFORMATION
(a) Bids must be in English language and signed by an official authorized by the bidder;
(b) Bids submitted after the deadline for submission would be return un-opened;
(c) Bidders should not bid for more than two (2) lots
(d) All cost will be borne by the bidders
(e) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti- Corruption/Transparency;
(f) Bid documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services);
(g) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(h) The National Centre for Petroleum Research and Development (NCPRD) is not bound to pre-qualify any bidder and reserves and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
(i) This advertisement of INVITATION TO TENDER shall not be construed to be commitment on the part of the Centre to award any form of contract of any respondent nor shall it entitle any company submitting documents to claim any indemnity from the centre. Contact No.
