INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR 2020 CAPITAL PROJECTS


(1.0)   INTRODUCTION


The Federal Government of Nigeria has allocated funds to Federal Government Girls’ College, Gboko, Benue State in the, 2020 Appropriation for the execution of policies, programmes and projects towards achieving the mandate of the College. Accordingly, college wishes to invite reputable contractors with relevant proven competence experience to submit tenders and Expression of Interest for the execution of the following projects.


(2.0) SCOPE

(3.0)  ELIG1BILITY REQUIREMENTS


Prospective Bidders must possess the under listed requirements to be eligible in this procurement.


(i) Evidence of certificate of incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1)


(ii) Evidence of company’s current Tax Clearance Certificate for the last three (3) years, 2017, 2018, and 2019 expired 31 December, 2020; with minimum turn annual average turnover of N20 Million.


(iii) Evidence of current pension compliance certificate valid till 31 December, 2020


(iv) Evidence of current industrial Training Fund (ITF) compliance certificate valid till 31 December. 2020.


(v)  Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31 December, 2020.


(vi) Evidence of registration on the National Database of Federal Contractors, consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31 December, 2020 or valid certificate issued by BPP;


(vii) Sworn Affidavit disclosing whether or not any officer of the relevant committee of the Federal Government Girls’ College, Gboko, Benue State or the Bureau of Public Procurement is a formal to or present Directors, shareholders or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.


(a) That the company is not in receivership, insolvent or bankrupt


(b) That the company does not have any Director who has been convicted in any court in Nigeria or any other country for criminal offences in relation to fraud or financial impropriety.


(viii) Company’s audited accounts for the last three years 2017,2018 and 2019 duly signed and stamped by ICAN/ANAN profession(s).


(ix)  Company’s profile with the curriculum vitae of key staff to be deployed for the project including copies of their Academic/professional qualifications such as C0REN, OSRBN. ARCON, CORBON, etc.


(x) Evidence of financial capability to execute the project by submission of reference letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed.


(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, valuation certificates, completion certificate and photographs of the projects


(xii)  List of plants/equipment with proof of ownership/least (where applicable)


(xiii) For Supply of Equipment: Letter of Authorization as representatives of the Original Equipment Manufacturers (OEMs)


(xiv) All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter head paper bearing among others the Registration Number (RC) as issued by the corporate Affairs Commission (CAC), contact address, telephone number (preferably GSM no.) and e-mail address, the letter headed paper must bear the names and nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.


(4.0)  COLLECTION OF TENDER DOCUMENT


Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Vice Principal Special Duty, Federal Government Girls’ College, Gboko, Benue State, within the working hours upon the presentation of evidence of payment of none refundable tender tee of N 10,000.00 per lot paid into the Federal Government Girls’ College, Gboko, Benue State’s REMITA account in any reputable commercial bank in Nigeria.


(5.0)   SUBMISSION OF BID DOCUMENTS


Interested and competent bidders are requested to submit two (2) hard copies each of Completed technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes together in a bigger sealed envelope addressed to:

Administrative Block, FGGC, Gboko, Benue State,


and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the office of The Vice-Principal (Administration) Office, Administrative Block, Federal Government College, Gboko, Benue State not later than 12:00 noon on Monday, 14 September, 2020.


(6.0)  OPENING OF TECHNICAL BIDS


Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 14 September, 2020 at the College Aluor Hall, FGGC, Gboko, Benue State. Bidders and members of public are not to attend the bid opening in compliance with the maintenance of social distancing and to avoid overcrowding at this period of COVID 19 pandemic. The bids opening will be covered by video recording with presence of two (2) representatives of private professional organization and non-governmental organizations. Please note that:


(i)   Any bid received after the deadline for submission shall be returned un-opened.


(ii)  Certificate may be referred to the respective issuing authority for verification and authentication.


(iii) Contractors are not permitted to bid for more than one lot. Any bidder that violated this rules shall be disqualified.


(iv) Technical and financial bids enclosed in one and same single envelope that will expose the technical and financial bids at the same time of opening shall be disqualified


(v)  Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)


(vi)  Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened


(vii) The Submission that does not meet up the requirement specified above shall be rejected.


(viii) The evaluation shall be strictly based on the requirement specified above.


(ix)  This advertisement is published for information purpose and will not be construed as a commitment or obligation on the part of FGGC, Gboko, Benue State to award these contracts.


(x)  FGGC, Gboko, Benue States is not bound to consider any bid and reserves the right to reject all bids at any time or cancel the procurement proceeding in the public interest.


(xi) Due diligence exercise may be conducted by verifying the claims made by bidders,


(xii) All submissions must be made only in English Language.
