INTERNATIONAL COMPETITIVE BIDDING
FRAMEWORK AGREEMENT ARRANGEMENT
SUPPLY AND DELIVERY AS WELL AS, INSTALLATION AND TESTING WHERE APPLICABLE OF OFFICE AND NETWORK EQUIPMENT FOR ECOWAS INSTITUTIONS BASED IN ABUJA
INVITATION FOR BIDS
ICB No: 01/ECW-ADM-IT/2020
(1) ECOWAS Institutions based in Abuja have allocated funds towards the cost of the Supply and Delivery as well as, Installation and Testing where applicable of Office and Network Equipment.
(2) The ECOWAS Commission, on behalf of the Institutions based in Abuja, therefore invites sealed bids for the supply of aforementioned Equipment as indicated below:
Lot 1: Supply and delivery, of Computer Systems and Accessories (Quantities and Specifications stated in the bidding document);
Lot 2: Supply and Delivery, of Printers (alone), Multifunctional Printers (MFPs) with Copying and Scanning functions as well as Scanners (alone). Installations and Testing will be required for heavy duty multifunctional printers, Copiers and Scanners (Quantities and Specifications stated in the bidding document);
Lot 3: Supply and Delivery of Paper Shredders (Quantities and Specifications stated in the bidding document);
Lot 4: Supply, Delivery, Installation and Testing of Projectors (Quantities and Specifications stated in the bidding document);
Lot 5: Supply and Delivery of Power Systems (Quantities and Specifications stated in the bidding document). And / or;
Lot 6: Supply, Delivery, Installation, testing of Network Systems (Quantities and Specifications stated in the bidding document).
(3) The six (6) lots are distinct and indivisible, and the contract will be awarded per lot.
Interested bidders with the requisite qualification and experience may bid for one (1), more than one (1) or all six (6) lots.
(4) A Framework Agreement (Supply and Delivery as well as, Installation and Testing where applicable) will be signed with ECOWAS Institutions based in Abuja.
(5) The Bidding Document is only obtainable at the Procurement Division, Directorate of General Administration, ECOWAS Commission, Plot 101, Yakubu Gowon Crescent, Asokoro District, Abuja, Nigeria, upon submission of a written request and payment of two hundred US Dollars (US$200) only by Cash or Bank draft made in favour of ECOWAS Commission, Abuja.
For Bidders outside Nigeria, the Bidding Document can be mailed to interested Bidders upon payment (by Transfer) of non-refundable fee of Two hundred US Dollars (US$200) only to ECOWAS Commission (transfer charges born by the bidder).

(6) Interested Bidders may obtain further information at the address below, during office hours: Monday to Friday from 9.00am to 4.00pm (Nigeria Time, GMT+1), ECOWAS Commission, Directorate of General Administration, Procurement Division, 1st Floor, Plot 101, Yakubu Gowon Crescent, Asokoro District, PMB 401 Abuja Nigeria. (7) Bids SHALL be valid for a period of 120 days after Bid Opening and must be accompanied by a Bid Security (ORIGINAL Bank Guarantee) as indicated below:
Lot N°1: Computer Systems: the sum of Twenty thousand US dollars (US$20000) or its equivalent in one of the currencies of one of the ECOWAS Member countries;
Lot N°2: Printers and Scanners: the sum of Fifteen thousand US Dollars (US$15000) or its equivalent in one of the currencies of one of the ECOWAS Member Countries;
Lot N°3: Paper Shredders: the sum of Five thousand US Dollars (US$5 000) or its equivalent in one of the currencies of one of the ECOWAS Member Countries.
Lot N°4: Projectors: the sum of Two thousand US Dollars (US$2 000) or its equivalent in one of the currencies of one of the ECOWAS Member Countries.
Lot N°5: Power Systems: the sum of Five thousand US Dollars (US$5 000) or its equivalent in one of the currencies of one of the ECOWAS Member Countries.
Lot N°6: Network Systems: the sum of Five thousand US Dollars (US$5 000) or its equivalent in one of the currencies of one of the ECOWAS Member countries.
The Bid Security (ies) SHALL REMAIN VALID for 150 Days after bid opening
(8) Bids (1 original and 3 Copies) SHALL be delivered in a sealed envelope clearly marked ‘’International Competitive Bidding For the Supply and Delivery as well as, Installation and Testing where applicable of Office and Network Equipment for ECOWAS Institutions based in ABUJA” Do Not Open, Except in Presence of the OPENING COMMITTEE. The envelope SHALL also indicate the bidder’s name as well as the Lot(s) for which he is bidding.
(9) Bids SHALL be deposited in the ECOWAS Tender Box located at General Administration, Procurement Division Office, 1st Floor ECOWAS Commission, 101 Yakubu Gowon Crescent, Asokoro District, PMB 401, Abuja, Nigeria on or before 17 September, 2020 at 11.00 am (Nigeria Time, GMT + 1).
(10) Bids will be opened the same day in the presence (face to face or video conference based on the prevailing situation) of the bidders who wish to attend at 11.30 am, (Nigeria Time, GMT + 1), Room 523, ECOWAS Commission, Abuja, Nigeria.
