TITLE : ONSITE TRAINING OF HEALTH CARE WORKERS IN PRIMARY HEALTH CENTRES (1 PER WARD), AND PRIVATE HEALTH FACILITIES COVERING BASIC EMERGENCY OBSTETRIC AND NEWBORN CARE (BEMONC) LIFE SAVINGS SKILLS (LSS) USING THE LOW DOSE HIGH FREQUENCY APPROACH (LDHF) IN EBONYI STATE AND OR THE FEDERAL CAPITAL TERRITORY (FCT) UNDER “USAID INTEGRATED HEALTH PROGRAM”
(1) Overview
USAID’s Integrated Health Program (IHP) would like to invite eligible local entities- Nigeria Non-governmental Organizations (For – Profit and Not- for- Profit), non- governmental professional associations, training institutions and other qualified organizations to submit an Expressions of Interest (EOI) for Grants Under Contract (GUC) with respect to technical, managerial and other aspects of the program as described below. IHP is collaborating with the government, community and private sector partners to focus on improving the quality and utilization of maternal and newborn care services in public and private health facilities (PHFs). As part of its effort, IHP has planned with Ebonyi state and FCT government, community and private sector partners to focus on improving the quality and utilization of maternal and newborn care services in public and private health facilities (PHFs). As part of this effort, IHP has planned with Ebonyi State and FCT governments to train health care workers on Basic Emergency obstetric and Newborn Care (BEmONC) Life Savings Skills (LSS) in order to improve service delivery especially on the day of the birth (DOB).
As a sub-grantee, you will be required to conduct step down training for qualified health workers using a Low Dose High Frequency (LDHF) approach, which will be facility- based training, to enable frontline healthcare workers master a small number of selected competencies at a given time, be supervised and mentored to perform them according to set standards before introducing addition competencies;
(i) Ebonyi 198 health facilities: 171 PHCs (the designated 1 PHC per ward) and 27 PHFs
(ii) FCT: 104 health facilities: 62 PHCs (the designated 1 PHC per ward) and 27 PHFs
The Expression of Interest is open to registered nongovernmental organizations or a consortium of organization in Nigeria, who may or may not be resident in any of the IHP states, but who are technical capable of providing the required services and willing and able to provide on-site training at the Primary Health Care Facilities, and Private Facilities that will be listed by IHP in Ebonyi State and the FCT
The goal of IHP is to contribute to state-level reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality PHC services IHP provides technical assistance (TA) to State Ministries of Health (SMOH) and State Primary Health Care Development Agency(SPHCDA) to strengthen systems while collaborating with other implementing partners like Breakthrough Action- Nigeria(BA-N) and Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) to increase demand for PHC services and improve access to essential commodities/services respectively.
This EOI is open for competition and such organizations are free to express interest in either one or two States (Ebonyi and FCT). This will be a fixed amount award that pays for pre-defined milestones and deliverables.
Specific Objective
Using the Low Dose High Frequency (LDHF) facility-based training approach through the Grants Under Contract (GUC) funding mechanism:
(1) Update health workers knowledge and standardize clinical skills to provide quality Antenatal Care Services, conduct safe and clean delivery
(2) Strengthen the capacity of health workers to respond appropriately to obstetric emergencies: prolonged/obstructed labour, identification, diagnosis and management or referral for patients with pre- eclampsia/eclampsia, post-partum haemorrhage, birth asphyxia.
(3) Strengthen the capacity of health workers on correct and appropriate documentation of maternal and newborn health (MNH) service delivery data for improved services and decision-making.
(4) Provide post-training supportive supervision and mentoring to reinforce knowledge and skills.
INSTRUCTIONS FOR SUBMITTING THE EOI:
(1) Submit a letter indicating interest in applying for any of the Task Orders (Tos). If applying for multiple states, separate submission is required for each state EOl submission.
(2) Submit a maximum of two-page concept note using the template provided
(3) Submit a simple cost estimate.
(4) Provide evidence of eligibility as per the requirements below:
A registered Nigerian non-governmental for profit or not-for-profit organization.
Have a minimum of one-year experience providing competency-based clinical skills training especially in BEmONC/LSS services provision.
Have experience in training of primary health care workers, specifically in competency-based training methods.
Ability and willingness to abide by the terms of U.S government standard provisions, including the ‘Protecting Life in Global Health Assistance’ by accepting the provisions in their award

Issuance of this EOI does not constitute an award commitment, nor does it commit Palladium to pay for costs incurred in the preparation and submission.
