TITLE:      FACILITY BASED CLINICAL SKILLS TRAINING FOR HEALTH CARE PROVIDERS IN PRIMARY HEALTH CARE CENTRES (1 PER WARD), GENERAL HOSPITALS AND PRIVATE FACILITIES COVERING POSTPARTUM FAMILY PLANNING (PPFP), LONG ACTING REVERSIBLE CONTRACEPTIVES (LARC) & DEPOT MEDROXYL PROGESTERONE ACETATE- SUBCUTANEOUS (DMPA-SC) INJECTABLE IN EBONYI STATE AND OR THE FCT UNDER “USAID INTEGRATED HEALTH PROGRAM”


(1)     OVERVIEW


USAID’s Integrated Health Program (IHP) would like to invite qualified’ local entities – Nigerian Non­governmental Organizations (For-Profit and Not-for-Profit), non-governmental professional associations, training institutions and other qualified organizations to submit an Expression of Interest (EOI) with respect to technical, managerial and other aspects of the program described below. IHP is considering the engagement of strong implementing partners to provide competency-based clinical skills training in Family Planning at the Primary Health Care Centres (PHCs), General Hospitals (GHs) and Private Health Facilities (PHFs) in Ebonyi State and the Federal Capital Territory (FCT) in Nigeria using the Low Dose High Frequency (LDHF) methodology appropriate to staff at PHCs, GHs and PHFs. This Expression of Interest is open to registered non-governmental organizations or a consortium of organizations in Nigeria who may at may not be resident in any. of the IHP-supported states, but technically capable of providing the required services with willingness and ability to provide on-site training at the PHCs, GHs and PHFs, that will be listed by IHP in Ebonyi and the FCT.


The goal of IHP is to contribute to state-level reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality PHC services. IHP provides technical assistance (TA) to State Ministries of Health (SMOH) and State Primary Health Care Development Agency (SPHCDA) to strengthen systems while collaborating with other implementing partners like Breakthrough Action- Nigeria (BA-N) and Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) to increase demand for PHC services and improve access to essential commodities/services respectively.


This EOI is open for competition and such organizations are tree to express interest in either one or two States (Ebonyi and FCT). This will be a fixed amount award that pays tor predefined milestones and deliverables.


OBJECTIVE


To build the capacity of frontline healthcare workers at Primary Health Care facilities, General Hospitals and Private Facilities to provide gender-sensitive, high quality Postpartum Family Planning (PPFP), Long Acting Reversible Contraceptives (LARC) & Depot Medroxyl progesterone Acetate- Subcutaneous (DMPA-SC) Injectable services in Ebonyi state and the FCT by 30 September, 2021


SPECIFIC OBJECTIVES


Using the Low Dose High Frequency (LDHF) facility-based training approach through the Grants Under Contract (GUC) funding mechanism:


(1)     Update health workers knowledge and standardize clinical skills to provide Long Acting Reversible Contraceptives, Depot Medroxyprogesterone Acetate-Sub Cutaneous injectable and Postpartum Family Planning (LARC, DMPA-SC &PPFP).


(2)     Improve the attitudes and behaviours of service providers towards provision of voluntary family planning (PPFP, LARC (Interval & Postpartum) & DMPASC).


(3)     Expand the contraceptive mix available in the supported primary health facilities.


(4)     Strengthen the capacity of health workers on correct, timely and appropriate documentation of family planning service delivery data for improved services and decision making.


(5)     Provide post-training supportive supervision and mentoring to reinforce knowledge and skills.


This will involve onsite clinical training and mentoring of the health workers on voluntary Family Planning and Reproductive health the matic areas in two IHP focal states:


(i)      Ebonyi: 198 facilities: 171 PHCs (the designated 1 PHC per ward) and 27 PHFs.


(ii)     FCT: 138 facilities: 62 PHCs (the designated 1 PHC per ward), 14 GHs and 62 PHFs.


INSTRUCTIONS FOR SUBMITTING THE EOI:


(1)     Submit a letter indicating interest in applying for any of the Task Orders (Tos). If applying for multiple states, separate submission is required for each state.


(2)     Submit a maximum of two-page concept note using the template provided


(3)     Submit a simple cost estimate.


(4)     Provide evidence of eligibility.


(5)     Show ability and willingness to abide by the terms of U.S. government standard provisions, including the “Protecting Life in Global Health Assistance” by accepting the provisions in their award https://www.usaid.gov/sites/default/files/documents/1868/303mab.pdf. By signing the certification, the grantee agrees that it will not, with funding from any source, “perform or actively promote abortion as a method of family planning in foreign countries or provide financial support to any other foreign NGO that conducts such activities.”
