TITLE: ONSITE TRAINING OF HEALTH CARE WORKERS ON PACKAGES FOR CHILD HEALTH, NUTRITION, AND ROUTINE IMMUNIZATION IN PRIMARY HEALTH CARE FACILITIES (PHCS) AND PRIVATE HEALTH FACILITIES (PHFS) USING THE LOW DOSE HIGH FREQUENCY APPROACH (LDHF) IN EBONYI STATE AND OR THE FEDERAL CAPITAL TERRITORY (FCT) UNDER “USAID INTEGRATED HEALTH PROGRAM”
(1) OVERVIEW
USAID’s Integrated Health Program(IHP) would like to invite qualified local entities, Nigerian Non-governmental Organizations (For-Profit and Not-for-Profit), non-governmental professional associations, training institutions and other qualified organizations to submit Expressions of Interest (EOI) with respect to technical, managerial and other aspects of the program described below. The EOI may come as a single entity application or as a consortium IHP is seeking interested eligible organizations that have interest in training in Ebonyi and or FCT to implement a grant for competency-based skills training of healthcare providers at Primary Healthcare Centres (PHCs) and private health facilities (PHFs) on child health, immunization and nutrition services in Ebonyi and or FCT. This training will use a Low Dose High frequency (LDHF) modular training approach and will involve onsite facility-based training, supervision and clinical mentoring of the health workers on child health thematic areas including Integrated Management of Childhood Illness (IMCI), Infant and Young Child Feeding (IYCF) and other areas of Nutrition and Routine Immunization. The roll out will be in IHP supported facilities in FCT and Ebony state as follows:
(i) Ebonyi State: 198 health facilities: 171 PHCs (the designated 1 PHC per Ward) and 27 Private Health Facilities (PHFs).
(ii) FCT: 124 health facilities: 62 PHCs (the designated 1 PHC per ward), and 62Private Health Facilities (PHFs)
This EOI is open to registered non-governmental organizations or a consortium of organizations in Nigeria who may or may not be resident in Ebonyi State or FCT but who are technically capable of providing the required services and willing and able to provide on-site training at the Primary Health Care facilities, General Hospitals and Private facilities that will be listed by IHP in Ebonyi state and the FCT.
The goal of IHP is to contribute to state-level reductions in child and maternal morbidity and mortality and to increase the capacity of health systems (public and private) to sustainably support quality primary health care services. IHP is providing technical assistance and capacity building to the State Ministries of Health in Bauchi, Kebbi, Sokoto, Ebonyi and FCT, State Primary Health Care Development Agencies (SPHCDA/PHCDB), Local Government Authorities/Area Councils, and Wards to apply state-of-the-art evidence, best practices and learning from within Nigeria and globally to deliver a fit-for-purpose capacity building approach to optimize health worker skills and confidence to deliver high-impact integrated RMNCH+NM services in the States.
IHP collaborates with other USAID implementing partners, such as Breakthrough Action- Nigeria (BA-N), Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) and the U.S. President’s Malaria Initiative for States (PMI-S) projects to increase demand for services and improve access to essential medicines and commodities, and to improve malaria case management.
OBJECTIVE
To build toe capacity of frontline healthcare workers at Primary Health Care facilities and Private facilities to provide gender-sensitive, high quality child health services in Ebonyi state and toe FCT by 30 September, 2021.
SPECIFIC OBJECTIVES
Using the Low Dose High Frequency (LDHF) facility-based training approach through the Grants Under Contract (GUC) funding mechanism:
(1) Update health workers knowledge and standardize clinical skills for accurate identification and classification of common childhood illnesses (pneumonia, diarrhoea, measles and malnutrition).
(2) Strengthen the capacity of health workers in providing appropriate integrated treatment care and support to the sick child, as well as counselling support to the caregivers of children under 5 years with dignity and respect.
(3) Enhance the skills and ability of health workers for prompt identification of general danger signs, administration of pre-referral treatment prompt referral and follow up where applicable.
(4) Improve knowledge and skills of health workers on strengthening preventive services (checking of routine immunization status, early initiation of breast feeding, counselling on exclusive breast feeding (EBF), complementary feeding and growth monitoring), and counselling caregivers on health and nutrition promotion and support practices.
(5) Strengthen the capacity of health workers on correct and appropriate documentation of service delivery data for improved services and decision making.
(6) Provide post-training supportive supervision and clinical mentoring to reinforce knowledge and skills
Instructions for submitting the EOI:
(1) Submit a letter indicating interest in applying for any of the Task Orders (Tos). If applying for multiple states, separate submissions is required for each state EOI submission.
(2) Submit a maximum of two-page concept note using the template provided.
(3) Submit a simple cost estimate.
(4) When applying for more than one state, submit full package of all the requirement for each state.
(5) If applying as a consortium, evidence of partnership agreement with members of the consortium should be included.
(6) Provide evidence of eligibility as per the requirements below:
