REQUEST FOR EXPRESSIONS OF INTEREST (REOI)- CONSULTING SERVICES (FIRMS SELECTION)
The Federal Government of Nigeria (FGN) is currently implementing the Transforming Irrigation Management in Nigeria (TRIMING) Project with a credit received from the International Development Association (IDA) and it intends to apply part of the proceeds for consulting services.
The TRIMING Project Development Objective is to improve access to irrigation and drainage services and to strengthen institutional arrangements for integrated water resources management and agriculture service delivery in selected large-scale public schemes in Northern Nigeria.
PURPOSE OF THE ASSIGNMENT
The purpose of this consultancy services is to hire a security Firm that will develop and implement a strategic and comprehensive security programme for TRIMING Project schemes starting with Bakolori Irrigation Scheme (BIS) that already has history of security issues. The overall aim is to achieve sustainable security environment for the successful implementation of rehabilitation and conversion works contracts within the BIS and other Project schemes on gradual basis including; Kano River Irrigation Scheme (KRIS), Hadejia-Valley Irrigation Scheme (HVIS), Dadin-Kowa Irrigation Scheme (DKIS) as well as at Zobe and Goronyo Dam Sites when the need for each may arise. The focus of the security team is to serve the role of liaison with contractors/consultants, TRIMING and all relevant stakeholders for actualising secured working environment.
The scope of the services would Include, but not limited to:
The Project Risk Manager, supported by Project Security Coordinators (PSCs) are expected to show proven abilities to accomplish the following:
(a) Security Assessment
(b) Security Operational Manual
(c) Security Management & Movement Tracking
(d) Periodic Intelligence Reporting
The assignment will be conducted over a period of twelve (12) months commencing immediately after contract signing.

The Federal Ministry of Water Resources through its Project Management Unit (PMU) of the Transforming Irrigation Management in Nigeria Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short-listing criteria are:
(a) Proven evidence of general experience and a clear understanding of United Nations security policies and procedures with at least 7 years of relevant and progressive security, risk, and crisis management experience, both national and international providing security-related services.
(b) Evidence of core business and with a minimum number of 7 years in business related to security services and management;
(c) General qualifications and number of key staff (as may be presented in the company’s organizational structure)
(d) Proven evidence of firm’s experience in similar assignments including technical details (supported with references, if any) and details of the managerial and organizational structure of the firm (with a minimum 5 years) in providing security risk management and intelligence reporting.
(e) Firm’s experience in working in similar conditions and environment (minimum 5 years).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Section and employment of Consultants (under IBRD loans and IDA Credit and Grants) by World Bank Borrowers, January 2011 edition and revised in July 2014 (Consultants Guidelines) setting forth the World Bank Policy on Conflict of Interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
