INVITATION FOR EXPRESSION OF INTEREST FOR ENGAGEMENT OF CONSULTANTS

(1.0)  INTRODUCTION

The Nigeria French Language Village, Ajara-Badagry, an Inter-University Centre for French Studies hereby invites interested, reputable experienced and highly qualified Consultants (Architects, Structural Engineers, Quantity Surveyors, Water Engineers and Mechanical/Electrical Engineers) to submit Expression of Interest as Consultant in the institution.

(2.0)  SCOPE OF SERVICES

The scope of services would include preparation of comprehensive reports drawings and bills for tendering as well as supervision of projects to completion.

(3.0)  ELIGIBILITY REQUIREMENTS

Interested Consultants are required to provide the following information:

(i)      Evidence of Business Name or Certificate of Incorporation issued by Corporate Affairs Commission including Form CAC 1.1 or CAC2 & CAC7).

(ii)     Evidence of current Tax Clearance Certificate for Personal income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three 3 years (2017, 2018 & 2019) valid till 31st December, 2020.

(iii)    Evidence of current Pension Compliance Certificate valid till 31st December, 2020.

(iv)    Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020.

(v)     Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020.

(vi)    Evidence of registration on the National Database of Federal Contractors, Consultants and Serves Providers by inclusion of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP.

(vii)   Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigeria French Language Village or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented In the bid are true and correct in all particulars.

(viii)  Company’s Audited Account for the last three years 2017, 2018 & 2019.

(ix)    Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional/ Qualifications e.g. ARCON, COREN, CORBON, etc.

(x)     Evidence of Firm s registration with relevant professional body(ies).

(xi)    Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award, Valuation Certificates and Job Completion Certificates.

(xii)   Evidence of Financial Capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.

(xiii)  For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).

(xiv)  All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No\ and e-mail address. The letterhead Paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4.0)  SUBMISSION OF EXPRESSION OF INTEREST (EOI)

All EOI documents must be spirally bound and enclosed in sealed envelopes marked ‘Confidential notices of intent to pre-qualify as ‘Consultant and addressed to the Director/CEO, Nigeria French Language Village, PMB 1011 Ajara-Badagry Lagos, to reach him not later than 12:00 noon on Monday, 21 September, 2020

(5.0)  OPENING OF EOI

The EOI will be opened immediately after the deadline for submission at 12:00 noon on Monday, 21 September, 2020 at the Council Chamber of Nigeria French Language Village, Ajara-Badagry

(6.0)  GENERAL INFORMATION

(a)      Bids must be in English Language and signed by official authorised by the Consultant;

(b)     Bids submitted after the deadline would be returned un-opened;

(c)      All expenses incurred in preparing EOI shall be borne by the bidders;

(d)     Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti- Corruption/transparency.

(e)      Bidders can submit through Post (Courier Services);

(f)      Only shortlisted Consultants will be contacted at a later date for collection of Request for Proposals;

(g)     The Nigeria French Language Village is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
