PROCUREMENT OF MOTOR VEHICLES


INTERNATIONAL COMPETITIVE BIDDING

(1.0)     INTRODUCTION


The Federal Government of Nigeria (FGN) received a loan from the International Fund for Agricultural Development (IFAD) towards the cost of the Value Chain Development Programme (VCDP), and intends to use part of the proceeds towards the payment for the procurement of Motor Vehicles.


The VCDP is a programme presently being implemented in nine states of Anambra, Benue, Ebonyi, Enugu, Kogi, Nasarawa, Niger, Ogun and Taraba.


The programme includes the following components: (a) Agricultural Market Development which includes Support to value addition and market linkages. Support to market infrastructure): (b) Small Holders Production Enhancement which includes (Support to farmer’s organisation and Support to small holders’ production) and (c) Programme Management and Coordination.


Its primary goal is to reduce poverty and sustainably enhance accelerated economic growth; whilst the specific Programme Development Objective (PDO) is to increase incomes and enhance food security for rural poor households engaged in production; processing and marketing of rice and cassava in the targeted LGAs of the nine targeted states on a sustainable basis.


(2.0)    This IFB follows the General Procurement Notice that appeared on the IFAD website on 20th  October, 2015 the United Nations Development Business (UNDB) Online on 20th October, 2015.


(3.0)    The Purchaser now invites sealed bids from eligible entities (“Bidders”) for the procurement of Motor Vehicles


More details on these goods and related services are provided in the Schedule of Requirements in this Bidding Document.


(4.0)   This IFB is open to all eligible Bidders who wish to respond. Subject to restrictions noted in the Bidding Document, eligible entities may associate with other Bidders to enhance their capacity to successfully carryout the assignment.


(5.0)   The goods and related services, and the contract expected to be awarded, are divided into the following lots:

(6.0)       Bidding will be conducted using the International Competitive Bidding (ICB) method, the evaluation procedure for which is described in this Bidding Document, in accordance with the IFAD Procurement Handbook which is provided on the IFAD website https://www.ifad.org . The ICB process, as described, will include a review and verification of qualifications and past performance, including a reference check, poor to the contract award.


(7.0)   Please note that a Pre-Bid Conference will not be held as described in the Bid Data Sheet (*BDS”), Section II of the Bidding Document


(8.0)    A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of N50,000.00( Fifty Thousand Naira) only. The method of payment will be by certified Bank Draft in Favour of IFAD assisted Value Chain Development Programme (NPMU-VCDP). The Bidding Documents can be collected by the representative of the Bidder on request.


(9.0)       Bids must be delivered to the address below and in the manner specified in the BDS ITB 25.1, no later than 12PM GMT on 9 October, 2020. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person.

(10.0)    Bidders should be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the Bidder. All Bids must be accompanied by a bid security (as required) in the manner and amount specified in the Bid Data Sheet.


(11.0)    Please note that electronic Bids shall not be accepted.
