INVITATION TO TENDER FOR THE EXECUTION OF 2020 APPROPRIATION

(1.0)     INTRODUCTION

The Federal Government of Nigeria has allocated funds to the Federal Government Girls’ College Bida, Niger State in the 2020 Appropriation for the execution of Policies, Programmes and Projects toward achieving the mandate of the Ministry. Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects:

(2.1)       CATEGORY A: CAPITAL PROJECTS (WORKS)

(3.0)   ELIGIBILITY REQUIREMENTS:

Prospective bidders must possess the under-listed requirements to be eligible in this procurement:

(a)   Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 (or CAC 1.1);

(b)   Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2020; with minimum average annual turnover of Twenty Million Naira only (N20,000,000).

(c)    Evidence of current Pension Compliance Certificate valid till 31 December 2020.

(d)    Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2020;

(e)    Evidence of current Nigeria Social Insurance Trust Fund (N.S.l.T.F.) Compliance Certificate valid till 31st December, 2020;

(f)     Evidence of Registration on the National Database of Federal Contractors, Consultant and Service Providers by submission of Interim registration report (I.R.R.) expiring on 31/12/2020 or valid certificate issued by BPP;

(g)    Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Government Girls’ College Bida is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars:

(h)   Company’s Audited Accounts for the last three (3) years – 2017,2018 and 2019.

(i)    Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;

(j)    Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (e.g. COREN, QSRBN, ARCON, CORBON, ICAN, ANAN, etc.);

(k)   Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, and Job Completion Certificates;

(l)   For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC,

Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR& Sworn Affidavit are compulsory for each JV partner);

(m)    List of equipment with proof of Ownership/Lease;

(n)     All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4.0)    COLLECTION OF BID DOCUMENTS:

Interested and competent bidders are requested to collect the Standard Bidding Documents (SBD) from the Office of the Principal, F.G.G.C. Bida upon presentation of Evidence of Payment of non-refundable Tender Fee of Ten Thousand Naira (N10,000) only via FGGC Bida TSA Account No. 0190467961016 Acct. Code FGGC BIDA-051702604900.

(5.0)                       SUBMISSION OF BID DOCUMENTS  

Interested bidders are to submit two (2) envelopes (Technical & Financial) separated and arranged as indicated above. The documents should be submitted in a bigger sealed envelope and addressed to: The Principal, Federal Government Girls’ College, Bida and clearly marked with the name of the Project and the Lot Number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Principal’s office, F.G.G.C. Bida not later than noon of 12:00 noon on Monday, 31 August, 2020.

(6.0)  OPENING OF TECHNICAL BIDS

Only the technical bids will be opened immediately after the deadline for submission 12:00 noon on Monday, 31 August, 2020, in the Conference Room of F.G.G.C. Bida in the presence of Observers. Please, ensure that you sign the Bid Submission Register in the office of the Principal, as the College will not be liable for misplaced or wrongly submitted bids. (7.0)  GENERAL INFORMATION

(a)   Documents must be in English Language and signed by an official authorised by the bidder;

(b)   Documents submitted after the deadline for submission would be returned un-opened;

(c)   Bidders should not bid for more than one (1) Lot;

(d)   All costs will be borne by the bidders;

(e)   Bids opening will be in line with COVID 19 Guidelines;

(f)   Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)

(g)   Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(h)     Any bidder who fails to comply with any of the eligibility requirements will be disqualified.

(i)     The College is not bound to shortlist any bidder and reserve the right to annul the Procurement 5. process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
