INVITATION TO TENDER FOR 2020 CAPITAL PROJECTS
The Federal Government of Nigeria has allocated funds to FEDERAL GOVERNMENT GIRLS’ COLLEGE, EZZAMGBO, EBONYI STATE in the 2020 Appropriation for the execution of Policies, Programmes and projects towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders for the execution of the following projects.
(2.0) SCOPE OF WORKS

(3.0) ELIGIBILITY REQUIREMENTS
Prospective Bidders must possess the under-listed requirements:
(i) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1);
(ii) Evidence of Company’s Income Tax Clearance Certificate for the last three years (2017,2018, and 2019) valid till 31st Dec, 2020 with a minimum average annual turnover of Twenty Million Naira (N20,000,000.00);
(iii) Evidence of Current PENCOM Compliance Certificate valid till 31st Dec, 2020;
(iv) Evidence of Current Industrial Training Fund (ITF) Certificate valid till 31st Dec, 2020;
(v) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till Dec, 2020;
(vi) Evidence of Registration on the National Database of Contractors, Consultants and Suppliers by submission of Interim Registration Report (IRR expiring on 31/12/2020 or valid Certificate issued by BPP;
(vii) Current sworn Affidavit disclosing whether or not:
(a) Any officer of the relevant Committees of FGGC Ezzamgbo or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars;
(b) The Company is in receivership, insolvent or bankrupt, and,
(c) The Company has any Director who has ever been convicted in any court in Nigeria or any other country for criminal offences in relation to fraud or financial impropriety;
(viii) Evidence of Financial Capability to execute the job by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(ix) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (ARCON, COREN, QSRBN, CORBON, etc.);
(x) Verifiable documentary evidence of at least (3) similar jobs successfully Executed in the last five (5) years including Letters of Awards, Valuation Certificates and/or Job Completion Certificates and Photographs of the projects;
(xi) List of Plants and Equipment with proof of ownership or lease agreement;
(xii) All documents for submission must be transmitted with a covering/forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC), as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone number(s) (preferably GSM No.) and valid e-mail address(es) and official Company’s address. The Letter Head paper must bear the Names, Nationalities and the Telephone Numbers of Directors of the company at the bottom of the page duly signed by the authorised officer of the firm.
(4.0) COLLECTION OF BID DOCUMENTS
Interested and competent bidders are requested to collect Standard Bidding Document (SBD) from the office of the Vice. Principal (Special Duties), Federal Government Girls’ College, Ezzamgbo, on evidence of payment of a non- refundable tender fee of no N10,000.00 per lot into Federal Government Girls’ College Ezzamgbo, Ebonyi State’s Remita account in any reputable commercial bank in Nigeria.
(5.0) SUBMISSION OF TENDER DOCUMENT
Prospective bidders are to submit two (2) hard copies each of the Technical and Financial bids only in MS Excel format bid for desired lot in two (2) separate envelopes, clearly marked “Technical Bid” or “Financial Bid”. The Two envelopes should be enclosed in one larger envelope labelled with the project name at the top right hand corner and the company’s name behind and addressed to:

Ezzamgbo, Ebonyi State.
The document should be deposited in the Tenders Box in the office of the Vice Principal (Special Duties), FGGC, Ezzamgbo not later than 12:00 noon on Wednesday, 2 September, 2020.
(6.0) OPENING OF TECHNICAL BIDS
The submitted technical bids shall be opened immediately after the deadline for submission at 12:00 noon on Wednesday, 2 September, 2020 at the College’s Auditorium. Relevant professional organisations and CSOs in the areas of Anti-Corruption/Transparency are hereby invited to witness the opening of the Technics bids.
Please Note that
(i) All submission must be made only in English Language;
(ii) Certificates may be referred to the respective issuing authorities for verification and authentication;
(iii) Contractors are not permitted to bid for more than one (1) lot. Any bidder that violates this rule will be automatically disqualified;
(iv) Technical and Financial Bids enclosed in one and same single envelope that will expose the Technical and Financial Bids at the same time o1 opening shall be disqualified;
(v) Bids opening will be in line with COVID19 Guidelines;
(vi) Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)
(vii) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
(viii) The evaluation shall be strictly based on the requirements specified above;
(ix) This advertisement is published for information purpose only, and should not be construed as a commitment or obligation on the part of FGGC, Ezzamgbo, to award these contracts;
(x) The Federal Government Girls’ College, Ezzamgbo, Ebonyi State is not bound to prequalify any bidder, and reserves the right to reject all bids at any time or cancel the procurement proceedings in the public interest in accordance with Section 28 of the Public Procurement Act, 2007.
