INVITATION TO PRE-QUALIFICATION AND TENDER FOR YEAR 2019 TETFUND ZONAL INTERVENTION PROJECT


(1.0)       INTRODUCTION:


The Niger Delta University, Wilberforce Island, invites competent contractors/Suppliers to Tender for its YEAR 2019 TETFUND ZONAL INTERVENTIONPROJECTS: Supply, Installation, Testing and Commissioning of Printing Equipment with other various accessories.


(2.0)       JOB DESCRIPTION


Lot 1:     Supply, Installation, Testing and Commissioning of Printing Equipment with other various accessories.


(3.0)       ELIGIBILITY REQUIREMENTS


(a)          Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC); including Forms CAC2 and CAC7 (or CAC 1.1);


(b)          Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2017, 2018 and 2019) valid till 31st December, 2020


(c)           Evidence of current Pension Compliance Certificate valid till 31st December, 2020;


(d)          Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;


(e)          Evidence of current Nigeria Social Insurance Trust Fund (NSTIF) Compliance Certificate valid till 31st December, 2020;


(f)           Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid certificate issued by the BPP;


(g)          Sworn Affidavit:


disclosing whether or not any officer of the relevant committees of the Niger Delta University, Wilberforce Island or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;


that the Directors of the Prospective contractual company has/have never been convicted by any court of law;


That neither the company nor any of the company’s directors is bankrupt.


(h)          Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;


(i)            List of at least three (3) similar and verifiable projects successfully executed by your company with locations, letter of award, completion certificate within the last 5 years;


(j)           Company’s Audited Account for the last three (3) years (2017, 2018 and 2019);


(k)          Company’s Profile with the Curriculum Vitae of Key staff to be deployed for the project, including copies of their Academic/professional qualifications;


(l)            Letter of Authorization as representatives of the Original Equipment Manufacturers (OEMs);


(m)         All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm


(4.0)       COLLECTION OF BID DOCUMENTS


Interested and competent Contractors are requested to collect Financial Bid documents from the office of Director, Directorate of Physical Planning Niger Delta University, Wilberforce Island upon payment of a NON-REFUNDABLE Tender fees of N10,000.00(Ten Thousand Naira) only to Niger Delta University, Wilberforce Island Bursary Dept.


(5.0)       SUBMISSION OF TENDER DOCUMENTS


Prospective Bidders are to submit Two (2) copies (each) of both Technical and Financial Bid Documents must be in two different sealed envelopes tagged “Technical Bid” and “Financial Bid” respectively with the company’s name and must be addressed to “THE VICE- CHANCELLOR, Niger Delta University, Wilberforce Island. The Document should be dropped in a tamper proof box provided at the office of the Director, Directorate of Physical Planning (DPP) of Niger Delta University, Wilberforce Island not later than 12:00 noon, Monday, 31 August, 2020.


Please note that the two copies of Technical Bid Documents should be bound with a table of contents in order of listing above.


(6.0)       OPENING OF TECHNICAL BIDS


The Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 31 August, 2020 in the Council Chambers of Niger Delta University, Wilberforce Island. Interested Private Sector Professionals in the construction industries, Non- Governmental Organizations and Journalists are invited to witness the opening.


(7.0)       DISCLAIMER


(a)          The participation in the bid process does not guarantee any contractor or bidder the right to be selected or awarded any contract.


(b)          That by the submission of tender documents, Niger Delta University, Wilberforce Island’s neither committed nor obligated to award any contract to a Contractor/Supplier/Agency.


(c)           That this advertisement for invitation to tender should neither be misconstrued as commitment on the part of the University nor should it entitle any Contractor/Company to make any claims whatsoever and /or seek any indemnity from the University.


(d)          The University reserves the right to reject any or all bids of interest and to terminate the procurement process at any time without any liability to the University.


(e)          Any bid submitted after the closing time and date shall be returned un-opened;


(f)           Bids opening will be in line with CoVID19 Guidelines;


(g)          Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services)


(h)          Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;


(i)            If at any material time during the procurement/consideration process, it is discovered that the submission made by any contractor is invalid/fake, the Contractor will be automatically disqualified and the investment made so far in the project will be automatically voided;


(j)           The Niger Delta University, Wilberforce Island is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
